Not sure about using Vaseline on her face...I would highly recommend Eucerin Daily Replenishing Lotion (available in most mass merchandisers) though.
My son had a pretty serious case of eczema when he was a few months old (mainly on his face) and our pediatrician recommended Eucerin (as well as an prescription cream) and he cleared up within 2 weeks!
